The reactions of the Jews of Lithuania was not unique. There were similar reactions in many parts of the Ukraine . . . In this region, for example, a German inspector reported to the Chief of the Industrial Armament Department:

"The attitude of the Jewish population was anxious -- obliging from the beginning. They tried to avoid everything that might displease the German administration."
